Competitive green toilet performance

I am just using the toilet in a recently built building that gives you the choice of using a lot of water or a little water when you flush. So why not with smart infrastructure and all, have competitive green toilet performance scores on the outside of bathrooms where users' scores are displayed on the outside of stalls or on the doors of bathrooms based on how little water and toilet paper they use, the weight and caloric content and health of their stools etc.

       Companies would be installing mobile, carnival-style "high- efficiency" (read: broken, inferior) trough facilities in the alley behind the cubicles in order to gain an edge.   

       Seems like an easily 'gameable' system.
