With Google internal-maps (Google mapworks) and Google api.ai and Google vision APIs it seems it wouldn't be that hard to make a community driven app similar to waze, that tells you how to get from the milk to the tuna, can check the bill, (and at the same time take information from it) and compare it with that of other stores nearby.
