This is based on other ideas such as cartoon codec, simpson-codec et.c.

This will work only for slow moving cartoons such as simpsons, beaves and butthead etc but not for fast moving such as tom and Jerry or Micky mouse etc.

I think it is possible to send these slow ones in vector form.

e.g receiver receives draw commands such as

// Draw Simpson , 200 pixels, facing 100 degrees, in red shirt and black pants.

Draw Marge Simpson , 150 pixels, sitting, facing 100 degrees, in blue shirt and black pants.

Draw vector diagram of house.

I think this will provide compression to the limit. Thus allowing us to send it over short wave with 4k or even more resolution.

Audio would go as regular audio channel. Receiver will be a computer/micro-controller device. It will have a special graphics co-processor/FPGA called simpson-80. This processor will understand all the commands to draw simpson characters at desired location and size on the screen. Since it is an FPGA, these characters (e.g. Simpson) can be changed at will.

Now that I think of it if a special co-processor is made to do these characters, they can be allowed to be very complex.

       This is not the same as sprites. You're talking about three-dimensional models, aren't you?   

       My thought on this is to have a dedicated rendering engine like a gaming one but oriented towards non-gaming uses, and in fact i think one exists just for machinima.   

       Have something like shared level maps but for scenes rather than game levels and models for the characters and objects. Make it cartoony like those Taz games on the Playstation, and you're pretty much there. Associate it with packet radio and you're sorted, but you would need a ham radio licence to use it.   

       The bottleneck would be the soundtrack. If you used subtitles, that could be addressed.

       It does when you tell it how. You have to provide a model definition for characters in your system, just as you do with Flash.
